Appendix D – Drought Contingency and Water Conservation Plan

Purpose & Authority
This plan establishes procedures for conserving potable water and responding to drought or emergency conditions affecting the City’s public water system (PWS 1820008) in compliance with 30 TAC § 288.20.
Trigger Levels & Response Stages
- Stage 1 – Mild: Storage < 65 %; voluntary watering 2× per week.
- Stage 2 – Moderate: Storage < 60 %; mandatory 1× per week watering; no bulk sales.
- Stage 3 – Severe: Storage < 50 %; all outdoor use prohibited except health & livestock.
Permanent Conservation Measures
- Repair leaks within 7 days.
- Use low-flow fixtures and promote reuse where feasible.
- Limit flushing to system maintenance needs.
Enforcement & Records
Violations are subject to penalties under Title IV § 4.05.004. Records of daily pumpage and drought declarations shall be kept for three years.
